Recently, Song Hailiang, Chairman of CCCC, conducted business activities in Laos.
As one of the earliest Chinese enterprises to enter the Lao market, CCCC, through its subsidiary CWE, has been deeply engaged in clean energy, power grids, and transportation infrastructure since the 1990s. These initiatives significantly support regional connectivity, sustainable development, and public well-being.
Nam Leuk Hydropower Station
Construction of the project began in 1996 and was completed in December 1999. With a total installed capacity of 60,000 kW, the project effectively resolved local power shortages and served as a key driver for the country's modernization. In 2002, the project was featured on the newly issued 20,000 Kip banknote in Laos.
Nam Mang 3 Hydropower Development Project
Construction of the project began in 2002. The plant's annual power generation exceeds its design capacity by nearly 45%, while its tailwater irrigation system benefits 1,600 hectares of downstream farmland. The project also serves as an educational and training base for the local hydropower sector, substantially enhancing both economic and social benefits.

With a total installed capacity of 100,000 kW, the plant features multi-year regulation capabilities. Over its 16 years of operation, it has generated over 7.5 billion kWh of electricity, providing stable power to the central grid centered around Vientiane and covering a population of 3 million.
Subsequently, CWE completed the Nam Ngiep 2 Hydropower Station with a total installed capacity of 180,000 kW and the Nam Kong 1 Hydropower Station with a total installed capacity of 16 kW, which were put into operation in 2015 and 2021, respectively. These 3 hydropower plants, located in southern, northern, and central Laos, have cumulatively provided over 15 billion kWh of clean energy, significantly mitigating local power shortages and driving economic and social development.

Strengthening the power transmission network
The 500kV Transmission Line (Xiengkhuang-M.Naxaythong) and Associated Substation Project, constructed by CWE, is the first 500kV high-voltage transmission line in Laos. Spanning 4 provinces and 8 districts, the project was built using Chinese technical standards and features a maximum transmission capacity of 2,350 MW.
In addition, CWE has constructed a series of key projects, including the 230kV Transmission Lines (Hinheup-Naxaythong) and Substation Project, the auxiliary substation and transmission line for the Nam Mang 3 Hydropower Development Project, and the 230kV Transmission Line (Thavieng-Thabok) and Substations Project. These efforts further enhance the national power transmission network and significantly improve local electricity access.

Cultivating talent for the hydropower sector
During project construction, the company prioritizes the career development of local employees, improving their professional skills through technical training and practical guidance. Currently, local employees account for over 70% of the workforce at the power plants operated by CWE.
Since 2023, CWE has collaborated with Lao universities to establish a hydropower internship program. To date, it has continuously organized 4 groups totaling 20 students from Lao educational institutions to intern at the power plants.
CWE launched a green education initiative to provide popular science education on hydropower and training on plant operation and maintenance. This initiative promotes cross-sector cooperation in energy and education, serving as a platform for Lao youth to learn about advanced Chinese hydropower technology and management experience. To date, the program has engaged over 1,000 local young people.
Supporting local livelihoods
CWE actively fulfills its corporate social responsibility during project construction and operation.
The company supported the construction of the Tingsong Village Kindergarten, creating a favorable learning environment for nearly 40 local children and benefiting approximately 30 families. In 2025, CCCC established its second Lancang-Mekong Book House at the site.
CWE relocated and rebuilt Pak Ngua School near the Nam Lik 1-2 Hydropower Station and has provided continuous support. Over the past nearly 20 years, the school's hardware facilities, including classrooms and playgrounds, have been continuously upgraded, transforming it into a premier educational institution in the region. In 2022, the first Lancang-Mekong Book House in Laos was established here, alongside a public welfare reading campaign.
To date, CCCC has built 7 schools in Laos and conducted public welfare reading campaigns for 5 consecutive years, donating over 10,000 books.
The company regularly dredges agricultural irrigation canals to secure seasonal farming, which significantly contributes to increasing local rice yields.
Major operational power plants carry out annual tree planting and fish releasing activities. Together with local residents, they have planted over 31,000 trees and released over 780,000 fish, taking concrete actions to promote environmental protection and sustainable development.
