In his speech, Hun Sen thanked the Chinese government and people for their strong assistance to Cambodia's infrastructure construction and for their important contributions to Cambodia's economic and social development and improvement of people's livelihood. He said that National Highway No. 51 is another important achievement of China-Cambodia friendly cooperation. After its completion, it has effectively relieved the traffic pressure on Phnom Penh, the capital of Cambodia and its west side, and has become an important access road connecting Kampot, Takao and Kampong Speu in the south and Pursat and Battambang in the northwest, which has facilitated the inter-provincial transportation from north to south, and will effectively drive the economic development of cities and towns along the route.

Located in the south-central part of Cambodia, National Highway 51, with a total length of 37.95 kilometers, connects the National Road 5 to the National Road 4, and is one of the important secondary highways in Cambodia. The project officially started on June 28, 2017. The preliminary acceptance was completed on August 12, 2019, ten months ahead of the contract period, and the final acceptance was completed on August 12, 2020 and handed over to the Cambodian side.
